Is there any way that you can bulk insert/BCP data into a new table without
creating a table first.

SamFor a one-time process, the DTS data import wizard in SQL Server 2000
Enterprise Manager does a fair job of building the table for you. I
do that, then script the table, fix it the way I want it (char rather
than nchar, int or decimal rather than float, etc.) then recreate the
table and re-import the data.
If, however, your need is to simply import whatever file comes along
without doing anything manually, I don't know of a tool for that.
